The 3% ANPR problem

Dare I mention the nightmare I had with my scooter with the ULEZ fine.

Which? include the thing I discovered, which is cloned plates, but lets get back to the problem of ANPR. Easily solved by having a human look at the case not a computer. 3% is a lot of people.
